Tax Compliance in Rwanda: An Audit Perspective for 2026

Tax compliance in Rwanda has become significantly more rigorous, with RRA's digital systems and e-billing mandates flagging errors that once passed unnoticed. A compliance review — done before RRA conducts one for you — is one of the most cost-effective engagements an organisation can commission.

What a Tax Compliance Review Covers

  • VAT — monthly filing accuracy, EBM compliance, and the validity of input VAT claims against properly issued supplier invoices
  • PAYE — correct tax-band application, accurate treatment of benefits in kind, and proper deregistration of leavers
  • RSSB contributions — registration completeness and contribution accuracy
  • Corporate Income Tax — annual return accuracy, quarterly instalment compliance, and transfer pricing documentation where related-party transactions exist
  • Withholding Tax — correct application across applicable payment types

Electronic Billing Machine (EBM) Compliance

All VAT-registered businesses must issue invoices through an Electronic Billing Machine or certified EBM software, with data transmitted to RRA in real time. Penalties for non-compliance start at RWF 100,000 per day — making this one of the highest-priority items in any review.

Record Retention

RRA requires financial records to be retained for a minimum of ten years, covering sales and purchase invoices, bank reconciliations, payroll records, fixed asset registers, and import/export documentation. Physical records alone are not sufficient — proper cloud storage with backup is essential, and is one of the first things we check.

Preparing for an RRA Audit

RRA audits have grown more frequent and more sophisticated, typically arriving with short notice and a tight window to produce documents. Organisations that have had a recent internal compliance health check respond within days. Those that have not often spend weeks under scrutiny, with significant penalty exposure.

The cost of non-compliance — in penalties, interest, and management time — almost always exceeds the cost of a professional compliance review done in advance.

How BAC Practice Helps

Our tax and compliance team conducts annual or pre-audit health checks, identifies gaps before they become penalties, and — where issues already exist — helps negotiate payment plans and remediation timelines with RRA.
